What app developers cost in the US: salaries, hourly rates, and the full team math

A US software developer earned a median 135,980 dollars a year in May 2025 according to the Bureau of Labor Statistics, and employer benefits add about 44 percent on top of wages. US development firms most commonly bill 50 to 99 dollars an hour (Clutch, September 2026). This guide puts those numbers together into a five-person, six-month team budget three ways, shows the formula, and explains what moves the total so you can swap in your own inputs.

What in-house app developers earn, role by role

The Bureau of Labor Statistics put the median US software developer wage at 135,980 dollars a year in May 2025, with the 10th percentile at 82,460 and the 90th at 214,670. QA analysts, interface designers and project management specialists sit lower, between roughly 102,000 and 104,300 at the median. Stack Overflow's 2025 survey, which asks for total compensation rather than base wage, shows US mobile developers at a 170,000 dollar median. BLS Occupational Employment and Wage Statistics (OEWS) is an employer survey covering about 1.69 million software developer jobs and reports straight-time wages only: no year-end or nonproduction bonuses, no overtime, no stock. Stack Overflow's survey is self-reported total compensation including bonuses and perks, which is why its US figures run higher.

What agencies and freelancers charge per hour, and why the numbers differ

Clutch's software development pricing guide, updated September 2026 from verified client reviews, puts US development firms most commonly at 50 to 99 dollars an hour and firms in Ukraine, Mexico, Spain and the Philippines at 25 to 49. Its separate mobile app guide puts US mobile firms most commonly at 25 to 49 and firms in India below 25. A freelancer's rate lands between an employee's loaded hourly cost and an agency's rate, because the freelancer funds their own benefits and unbilled time but carries no agency overhead.

Start from the employee. BLS reports the median developer at 65.38 dollars an hour and annualizes at 2,080 hours. The March 2026 Employer Costs for Employee Compensation release shows that for professional and related occupations in private industry, benefits cost 22.46 dollars an hour on top of 50.53 in wages, a 44 percent load. So the median developer costs an employer about 94 dollars an hour (65.38 times 1.444) before recruiting, equipment or office space.

  • Freelancers carry that same load themselves, plus the hours they cannot bill: sales, admin, gaps between contracts. If a freelancer bills three quarters of a working year, matching the employee's loaded cost means charging about 126 dollars an hour (94.41 divided by 0.75). That is an illustration with one assumption of ours, not a market survey.
  • Agencies add management, sales, bench time between projects, tooling and margin on top of each developer's loaded cost. On the arithmetic above, a US firm billing 50 to 99 dollars an hour is probably paying below the BLS median, staffing part of the work from lower-cost regions, or running on a thin margin, and a US mobile firm at 25 to 49 even more so; a firm above 99 is closer to US median wages with a sustainable margin.
  • Offshore and hybrid teams price from a different wage base. That is the wage gap, not a quality verdict. Who manages the work and how it is reviewed decide whether the saving survives.

Decision rule: compare loaded hourly cost with hourly rate, never salary with rate. If your in-house loaded cost is 94 dollars an hour and a US agency quotes 99, the agency is roughly at parity while carrying the hiring risk, the bench and the ramp. What a five-person team costs for six months, three ways

A five-person team (two developers, one QA analyst, one designer, one project manager) for six months costs about 420,600 dollars in-house at US median wages plus benefits, 260,000 to 514,800 at a US agency billing 50 to 99 dollars an hour (Clutch's most common US band), and 130,000 to 254,800 with an offshore firm in the 25 to 49 dollar band. These are arithmetic from the cited inputs, not quotes, and the tables show every step so you can change an input.

The formula. In-house: six-month cost equals the sum of annual median wages, times 1.444 for benefits, divided by two. Agency and offshore: six-month cost equals 5 people times 1,040 hours times the hourly rate, using the BLS 2,080-hour year. Everyone is full time for six months; recruiting, hardware, licenses, cloud and office land on top.

Two readings matter. First, the in-house figure sits inside the US agency band: 420,623 across 5,200 hours is about 81 dollars an hour, so a US agency below roughly 81 an hour costs less than payroll and one at the top of the band, 99, costs about 94,000 more, and what you buy for that is a team that starts next month with no hiring risk. Clutch's mobile app guide puts US mobile firms most commonly at 25 to 49, so a US mobile shop can land in the offshore row. Second, a hybrid is the arithmetic most founders want: one US project manager on payroll (73,875 for six months) plus four offshore seats at 25 to 49 dollars (4,160 hours, 104,000 to 203,840) comes to 177,875 to 277,715 dollars.

What moves the number: seniority, platform, location and scope

Four inputs explain most of the spread. Seniority: the 90th percentile developer earns 2.6 times the 10th (214,670 against 82,460), and platform matters nearly as much: US back-end and mobile medians of 175,000 and 170,000 against 138,000 for full-stack (Stack Overflow 2025). Location: California's mean hourly wage for developers is 89.80 against a national 71.20, 26 percent higher. Scope: Clutch's average app project runs about 90,780 dollars over roughly 11 months, while most reviewed projects fall between 10,000 and 49,999.

  • Seniority. Pay for senior people where the decisions are: architecture, data model, the first month, code review. Mid-level engineers deliver the volume. Five seniors at the 90th percentile cost 2.6 times five at the 10th percentile, and 1.6 times five at the median, for work that mostly does not need it.
  • Platform. Two native apps means two mobile seats or one seat for twice as long. A cross-platform framework keeps one codebase. The trade-offs are in our guide to native, hybrid and cross-platform builds.
  • Location. Location is the largest lever a buyer can pull without changing the team, and it needs the most management attention to keep the saving.
  • Scope. A rate tells you nothing until you know the hours. Ask every vendor for the same feature list, platforms and team shape before you compare prices. Our breakdown of mobile app development cost covers how scope turns into hours.

Why the cheaper option is not always cheaper

A low rate is a price for hours, and hours are not output. Three costs sit outside the rate card: rework when the first build has to be redone, churn (Gallup puts replacing one employee at half to two times their annual salary, which at the BLS median is 67,990 to 271,960 dollars), and ramp time while each new person learns your codebase and your customers. Benefits alone add the 44 percent that a salary-only budget misses.

  • Rework. A build that has to be redone costs its hours twice, plus the calendar time. The cheapest protection is review and testing from week one. In the in-house build above, a QA seat is 75,305 dollars for six months. Cutting it does not remove testing; it moves testing to your users, after launch, when a fix costs most.
  • Churn. Gallup's March 2019 estimate is half to two times annual salary per departure, and Gallup calls that conservative. Recruiting, lost productivity and ramp time are where that money goes (our reading, not a Gallup breakdown). One resignation in a five-person team can cost more than the agency premium you were avoiding. A partner absorbs that risk; check how the contract handles replacement.
  • Ramp and management time. Every new person needs weeks to be productive, and every remote team needs a manager who reads code and owns the backlog. If that person is you, price your hours too. Clutch's average app project runs about 11 months, so a six-month plan is often the first half of the real timeline.
  • Small fixed costs. The Apple Developer Program is 99 dollars a year. Cloud, test devices, CI and licenses are small next to people but missing from most first budgets.

Decision rule: compare total cost per delivered, working feature over the whole engagement, not rate per hour. That comparison also settles the contract question, which we cover in fixed price versus time and materials, and it is the case for staff augmentation when you have a manager but not the seats.

A worked budget example

Suppose you are a US founder building a customer-facing iOS and Android app with a small back end, and you want a first release in six months. The hybrid budget below uses the inputs above: one US project manager on payroll, four engineering seats from a partner in the 25 to 49 dollar band, the Apple fee, and a 15 percent contingency. It comes to about 204,700 to 319,500 dollars, against roughly 420,600 for the same five seats on US payroll.
